Dickinson Co. Supervisors Vote 5-0 In Favor Of New $5.5 Million Radio System

September 27, 2022 Steve Schwaller

(Spirit Lake)– The Dickinson County Board of Supervisors voted 5-0 nothing this (Tues.) morning to join the Iowa Statewide Interoperable Communications System. Moving to the new public safety radio system is going to cost the county some 5.5 million dollars. The supervisors voted to fund that cost by dipping into carryover funds; by using a little more than 1.2 million in the county’s allocation of American Rescue Plan Act funds; and by raising the county’s general fund levy to the maximum level. Supervisor Tim Fairchild said he feels that’s the most equitable way to do it, instead of dividing up the costs between the various entities…

“I guess I like the idea of a countywide tax funding the entire project just because it doesn’t encumber us with a lot of micro political discussions and arguments. It doesn’t put the system at risk for one entity dropping out and then having to reassess or reallocate how you’re going to have to fund it. Secondly, it’s an equal tax all the way across the county. Everybody that owns property in Dickinson county will pay the same rate based on their evaluation. I just think it’s the smoothest. And we have to have a conversation about the ongoing maintenance cost, too. I would recommend we fund it all that way.”

Fairchild added it will also do away with hundreds of thousands of dollars in interest costs that would have been associated with issuing bonds for the project.
