Northwest Iowa Dog Kennel Operator Sentenced In Federal Court

(Cedar Rapids)-- A northwest Iowa man who owed a monetary penalty to the United States for violations of animal welfare regulations at a kennel he operated has been sentenced to three years' probation for lying to the government about his assets and income.

61-year-old Gerhard “Gary” Felts of Kingsley was sentenced back in July after pleading guilty to one count of making false statements to the U.S. According to court documents, the USDA conducted 17 inspections of a kennel operation for which he had received a federal license. The inspections turned up 51 noncompliant items.

Felts was fined nearly $19,000, which was never paid. The federal government obtained a civil judgement against Felts to collect the money. Court documents say during the collection process Felts lied to the government about his bank accounts and income from a worker's compensation settlement.
