Investigation Into Suspicious Vehicle Leads To Drug Arrest

(Estherville)-- An investigation this past Saturday into a suspicious vehicle resulted in the arrest of an Estherville man on drug charges.
Estherville police say an officer on routine patrol noticed a vehicle being driven with its headlights off around 7:20 pm in the 100 block of North 9th Street in Estherville. The vehicle was pulled over and officers made contact with the driver, 25-year-old Julio Caesar Ruiz Jr. of Estherville.
Upon investigating police learned Ruiz was wanted on three warrants out of Emmet county for driving while barred, control of animals and a contempt warrant for driving under suspension. Officers also learned Ruiz's driver's license was barred.
Ruiz was arrested on the warrants and was additionally charged with driving while barred.
A subsequent inventory of the vehicle resulted in officers finding what's alleged to be methamphetamine. Police then applied for and obtained a search warrant for the vehicle. Officers found about 11 grams of what's believed to be methamphetamine along with drug paraphernalia.
Ruiz was additionally charged with possession of a controlled substance...methamphetamine, and possession of drug paraphernalia.
He was being held on $100,000 cash or surety bond.
